New Regulations for State Concession Buses
The Ministry of Transport has introduced a groundbreaking regulation mandating that all state concession buses showcase a new color scheme and the Government logo. What Was Before
Spain’s bus network connects approximately 2,000 municipalities through services provided by private operators such as Alsa, Avanza, Ruiz, and Samar. Previously, these buses operated in the corporate colors of each company, with the state branding ‘Bus.es’ displayed but without any specific visual guidelines. This lack of uniformity led to difficulties in recognizing which buses are state-operated.
What Will Change
According to the General Directorate of Road and Rail Transport (DGTCF), these new regulations will enforce a distinct visual identity for all state-concessioned buses. As delineated in a recent resolution published in the BOE (Official State Bulletin), the affected vehicles will have to be painted in two signature colors: a vibrant turquoise for the majority of the exterior and a forest green for sections that will feature the Ministry of Transport logo. The private companies’ logos will continue to be present, but they’ll play a secondary role, more subdued compared to the prominent display of the new colors and logos.

The new regulations will affect concession contracts tendered from January 1, 2026, or those that are renewed thereafter. Organizations currently operating under existing contracts will not be forced to adopt this new visual scheme immediately, allowing for a gradual adaptation across the fleet.

Exceptions to the Rule

Current operators under existing contracts are not mandated to switch to the new identity unless they renew or win new tenders. Moreover, competing European operators, such as Flixbus, will be exempt from using this new visual identity due to different competition regulations.
