Overview of the Minimum Vital Income (IMV)
According to October data from the Ministry of Inclusion, Social Security, and Migration, a total of 773,272 households are currently receiving the Minimum Vital Income (IMV), benefiting approximately 2,363,554 individuals. This marks a notable increase of 19.25% in the number of households benefiting from this essential support.
New Automatic Processing System
Previously, to access the IMV, individuals were required to submit an application along with necessary documentation. However, the Ministry, led by Elma Saiz, has recently launched a new automated gateway. This innovation allows individuals who exhaust their unemployment benefits and remain unemployed to be granted the IMV automatically, removing the need for traditional application processes.
Supporting Vulnerable Populations
The government has deployed this new system to ensure that individuals transitioning from unemployment benefits to the IMV do not experience a gap in income. The goal is to assist vulnerable people during challenging times without subjecting them to additional bureaucracy.
“In launching this gateway, we eliminate administrative barriers and make it easier for citizens in vulnerable situations to access the aid they need automatically,” stated Minister Elma Saiz.
Official Processing of IMV
The IMV granting gateway seamlessly connects the conclusion of unemployment benefits with the initiation of the IMV, ensuring continuous income for economically dependent households.
Notification Process
The SEPE (Public Employment Service) will inform beneficiaries during the quarter prior to their unemployment benefits ending. They will provide the option to authorize the sharing of their data with Social Security for IMV processing, as outlined in the Royal Decree-Law 2/2024.
Timely Applications
Should beneficiaries consent and meet the requirements, the SEPE is mandated to submit the IMV application to the INSS (National Institute of Social Security) within 10 days of the unemployment benefit’s termination. The IMV then takes effect the same day the unemployment benefit expires, ensuring recipients receive their first payment at the beginning of the following month without delays.
Key Benefits of Automated Management
One of the most significant changes is the elimination of the need for unemployed individuals to file a new application or provide additional documentation. The SEPE will carry out ex officio data transmission, thereby removing administrative complexities and minimizing potential delays in receiving aid.
Eligibility Criteria
This automatic process is intended for individuals aged between 23 and 65 who exhaust their unemployment benefits and whose income does not exceed established limits. For reference, a single individual’s annual income limit is set at 7,250 euros, while for a family of four, this limit is 13,775 euros.
Average IMV Payment
According to the Ministry’s data, the average IMV payment is approximately 473.41 euros per month per household, subject to variations based on household composition. Additional monthly allowances are available for children, providing 115 euros for infants aged 0 to 3 years, 80.5 euros for children aged 3 to 6, and 57.5 euros per month for minors aged 6 to 18.
Alternative Application Routes
If individuals cannot utilize the automatic process—whether due to lack of consent or incomplete data—the traditional application methods remain available. The IMV can still be requested via the Social Security benefits portal, by mail, or in person at the Social Security Assistance and Information Centers (CAISS). Additionally, the newly established 020 helpline offers assistance and guidance for IMV procedures.
