Impact of Stricter Age Verification Laws in the UK on Adult Websites

Since the  United Kingdom  implemented stricter  age verification  measures for accessing explicit sexual content in July under the  Online Safety Act , traffic to pornographic websites has drastically declined. Notably,  Pornhub , recognized as the most visited adult site globally, has reported a  staggering decrease  of  77%  in its visits from the UK.

Massive Traffic Reduction. According to  Ofcom , the British communications regulator, visits to sites hosting pornographic content have plummeted by almost a third within just three months following the enactment of these regulations. Google trends reveal that searches for Pornhub have halved since the new laws were introduced. This data highlights a significant shift in consumer behavior towards adult content in the UK.

The regulations require that individuals accessing such websites from the UK must prove they are over the age of 18 through various verification methods, including  facial identification ,  email codes , or  credit card  information. The significance of these measures is amplified by the fact that Pornhub ranks as the  nineteenth most visited website  on the Internet, as noted by data from  Similarweb .

The VPN Effect Complicates Measurements. While the drop in traffic indicates a  shift  in porn consumption habits, it does not necessarily mean that British users have completely ceased engaging with adult content. A key factor complicating these measurements is the  rise of VPNs  (Virtual Private Networks). The UK has become one of the fastest-growing VPN markets worldwide. According to  Cybernews , more than  10.7 million  VPN app downloads were recorded in the first half of  2025 , a figure expected to rise to  16.65 million  by the end of  2024 .

Ofcom estimates that approximately a million people use VPNs daily, tools that allow users to hide their actual location and bypass age restrictions. Following the implementation of these new laws,  VPN applications  surged in downloads across the British App Store, with one provider reporting an  1,800% increase  in downloads. As a result, it is plausible that some of Pornhub’s  diminished audience  has reemerged as traffic identified as non-British.

Unequal Compliance.  Alex Kekesi , director of  Aylo , the parent company of Pornhub, articulates to the BBC that these newly established rules are  unenforceable . Many platforms are benefitting from  non-compliance . Kekesi points out that Ofcom faces a staggering challenge in enforcing regulations across some  240,000 adult platforms , which attract  eight million users  monthly in the UK, yet it has only acted against fewer than  70 sites  for non-compliance.

Kekesi highlights that numerous sites whose traffic has surged are  ignoring  age verification metrics. He expresses concern over some of this content, specifically mentioning sites that seem to  encourage  the search for materials featuring minors. Aylo claims that they have reported these troubling sites to Ofcom.

The Defense of the Regulator. In defense, Ofcom maintains that they prioritize investigations based on the  risk  and user volume of sites, assuring that increased traffic is a criterion that triggers an  investigation . They assert that the top ten most popular platforms already have  verification systems  in place, accounting for  25%  of all adult content visits originating from the UK.

The regulator insists that over  three-quarters  of daily traffic to the 100 most visited websites goes to sites that comply with age verification. “Platforms that disregard compliance and risk exposing minors to adult content can expect enforcement action,” stated an Ofcom representative, who has already initiated investigations against  62 services  suspected of ignoring the law.

The Debate over Where to Check. Pornhub has suggested that  age verification  be conducted at the  device level  rather than on a site-by-site basis, arguing that this could be more effective and safeguard user privacy. Kekesi, who has travelled to the UK to consult with Ofcom and government officials, notes that  Britain  is a unique case; similar age verification measures have led Pornhub to block access in other jurisdictions, including  France , its second-largest market.

The distinction lies in the fact that the UK allows platforms to offer various verification approaches, such as email checks that do not necessitate biometric data. However, experts like  Chelsea Jarvie , a cybersecurity researcher, argue that layering multiple controls throughout a user’s browsing experience is essential for genuine safety online. No singular solution is a “silver bullet,” they assert.

The Position of the British Government. Government authorities have defended Ofcom’s actions, reiterating that safeguarding minors online is a  top priority . “When evidence indicates that further intervention is necessary to protect children, we will not hesitate to act,” states a government representative.

According to Ofcom, the new law appears to be meeting its primary objective of preventing children from easily encountering pornography. “Our new regulations symbolize the end of an age-blind internet, in which many platforms and applications failed to conduct any meaningful checks to ascertain if minors were utilizing their services,” the regulator asserts.
