Oslo police district has seen an increase in the number of reports coded as hate crime in recent years. Last year, 325 relationships were registered – an increase of 11 per cent from the previous year. It is clear that most cases of hate crime are based on ethnicity. These make up 56 percent of all cases, according to the Oslo police. The penalty for making hate speech, as Hulsker is accused of, is up to three years in prison.
