The Senate Adopts a Text Aimed at Improving “Temporary Protection” Granted to Ukrainian Refugees
On Wednesday, the Senate adopted a significant text that aims to improve the “temporary protection” framework for refugees, particularly those fleeing the ongoing conflict in Ukraine. This legislative measure addresses the escalating number of asylum requests from Ukrainian nationals, making protections more comprehensive and effective.
“Tornly torn from their homeland, the vast majority of Ukrainians wish to go back. It is absolutely necessary that this possibility is always offered to them,” stated centrist senator Nadia Sollogoub, the author of the bill that was adopted unanimously during its first reading, with strong support from the government.
Senator Sollogoub, who also serves as the president of the France-Ukraine friendship group in the Senate, has highlighted critical shortcomings in the temporary protection system that has been in effect since 2022. This system, which is governed by a European directive that had previously remained inactive, provides Ukrainian refugees with the opportunity to stay, work, and access essential aid while residing in the European Union.
However, over three years since its implementation, the existing framework has proven to be “unsuitable for the needs expressed today by this population.” François-Noël Buffet, Minister to the Minister of the Interior, acknowledged the limitations, especially regarding access to employment and social assistance.
In response to these challenges, the Senate has proposed several enhancements to support beneficiaries of temporary protection. Key provisions include granting access to new social assistance programs, such as the personalized autonomy allowance (APA), benefits for the elderly, and the allowance for disabled adults (AAH). Additionally, these individuals will also qualify for a specialized system that allows access to knowledge verification tests (EVC) specifically designed for health care professionals who obtained their qualifications outside the EU.
